The Real Estate (Regulation and Development) Act changed the balance of power between Indian developers and buyers. Knowing precisely what it gives you — and what it does not — is essential when buying at a stage where registration is still pending.
What registration requires of a developer
Once a project is registered with the Haryana Real Estate Regulatory Authority, the developer must:

- Agent regulation — marketing agents must hold their own registration
What RERA does not do
RERA regulates process and disclosure. It does not guarantee that your project will be delivered, that the developer will remain solvent, or that construction quality will be good.
Specifically, it does not:
- Prevent delay — it provides remedies after delay occurs
- Guarantee a refund is actually recoverable from an insolvent developer
- Set quality standards beyond the sanctioned plans and specification
- Apply to projects below prescribed size thresholds
- Apply before a project is registered
The pre-registration position
That last point is the one that matters at Verano's stage. Before registration:
- There is no declared completion date with legal force
- There is no escrow requirement on amounts collected
- There is no agreement for sale, so the associated remedies do not exist
- Activity is structured as interest polling rather than sale
Your protection consists of the written EOI terms and the developer's standing. That is a genuine, and genuinely different, position.
How to verify a project yourself
- Go to the Haryana authority's official portal for the Gurugram jurisdiction
- Search by project name, developer or registration number
- Check the declared completion date, promoter details and sanctioned plan disclosures
- Check the agent's registration separately from the project's
- Review any complaints or orders against the promoter

The agent registration point
Note that the marketing agent's HRERA registration and the project's registration are separate things. An agent registration confirms the intermediary is authorised to market property in Haryana; it says nothing about whether the project is registered.
