The five factors that set the rate
1. Position within the corridor. Sector 63A's proximity to Golf Course Road and SPR commands a premium over sectors further south, where the arterial run is longer.

Circle rate versus market rate
Circle rate is the government's minimum valuation and sets the floor for stamp duty calculation.
